59 nickel, jefferson has a beard?

Hi gang,
Going through box of 2x2s and putting them into books with the sons and came across a curious nickel. It is a 59 but it has a very rough area under the chin it looks liek he has a beard on the bottom. I took a picture with my QX3 and a magnified one as well. Does anyone know anything about this? Any help is appreciated.

Badly worn die that has been repolished. The repolishing removed the flowlining from the fields but didn't reach the flowlining in the devices. It also loks like there are some traces in the area between the bust and the ponytail.
